The techno-mechanical review (RTM) is a citizen obligation whose purpose is safeguard life and preserve the conservation of the environment through permanent care of the state of motor vehicles in the country: motorcycles, buses, cars and all motorized vehicles that provide public service by land.

For this, there are Automotive Diagnostic Centers (CDA) throughout the country that certify your vehicle as fit to drive on the roads of the entire national territory. At these points the tests are carried out they verify the optimal performance of lights, brakes, suspension, steering, gas emissions, tires, among others, to notify you of a possible deterioration in the vehicle in order to avoid an accident.

Not having the obligation up to date can be grounds for immobilization of the vehicle.
These parameters are governed by international statutes that determine what would be the perfect functioning of the means of land transport, according to the model and brand. People who do not comply with this obligation must pay a fine of 15 minimum wages, which corresponds to 580 thousand pesos. However, if you complete the pedagogical course within the first five business days of the infraction, you will have a discount and must invoice $290,000 pesos; Now, if you do it in the first 20 days, you may have to pay 75% of the infraction, that is, $435,000 pesos.
Changes that the measure will have in 2023
For the new year, drivers of all types of automotive transport in Colombia must prepare their pockets to face to the increase in the price of the RTM according to the Consumer Price Index (CPI) which, in other words, was valued according to the country’s inflation that occurred the previous year.

However, as this newspaper published on January 18, a new controversy is plaguing the transport sector in the country due to the issuance of Law 2283 of 2023, which obliges Diagnostic Centers to grant, without extra charge, property damage insurance for private vehicles to those who carry out their mechanical technical review.
This insurance must have a minimum insured value of 15 monthly legal minimum wages in force (Smlmv) for private service vehicles and 7 Smlmv for motorcycles and the like.

Origin of the RTM
According to the book «VEHICULAR TECHNICAL INSPECTION IN COLOMBIA», cited in a text from the Association of Automotive Diagnostic Centers, the country before the 70’s did not have a national regulation who monitored the maintenance of the vehicles.
For public services and motorcycles, you must carry out this procedure for the first time two years after the registration was issued.
Decree 1344 of 1970 was the pioneer in this type of obligation: «It was required that to issue the traffic license to a new vehicle, the traffic authority must order the inspection of the vehicle by designated technicians as experts to carry out that review that sought to establish the safety and hygiene conditions of the vehicles, ”says the text.
“It was the responsibility of the Transit Organizations of the country who did it directly or through authorized automotive service centers and, later, automotive diagnostic centers that began to use specialized equipment to carry out the inspection.” delimit the text.
Since then, a string of regulations began that gave life to what is now constituted in the Ministry of Transportation. Technomechanics is then given as regulations governed by Decree 019 of 2012 and resolutions 3500 of 2005 and 2200 of 2006 of the Ministries of Environment and Transportation, making this review mandatory to be able to circulate in the country.
From that year, the obligation must be made, for private transport, after the first six years of buying the (new) vehicle, then it must be done annually. For public services and motorcycles, you must carry out this procedure for the first time two years after the registration was issued, and then annually, as stipulated in decree 019 of 2012 (Anti-procedures Law).
