The changes that were announced for the Mi Casa Ya program helped these subsidies reach more municipalities in the country and benefit the most vulnerable families in the country. However, not yet applied because the most important thing is missing: its regulation.
In order for these adjustments to remain firm and to begin to be applied, it is necessary for the Ministry of Housing to modify the sole decree of the sector (Decree 1077 of 2015) in which they are consigned. the rules of operation of my house now.

In addition, this draft decree must be published so that any citizen can submit observations for 15 days, but so far it is unknown when this could happen.
In any case, it should be during the month of March because, according to the Ministry, from the first of April new applications will begin to be accepted Permanently.
The president of Camacol, Guillermo Herrera, assured that the most important thing that must be reflected in this draft decree is the transition regime so that Families that already have an approved subsidy are not harmed.
Families that are in the process and have a deed signature and all the requirements up to date, will be attended to as a priority.
The guild also has other concerns about the ‘new’ Mi Casa as they will be raised in the work tables recommended by Minister Catalina Velasco in order to improve the program, but without affecting its efficiency in coverage and the investment capacity it generates.
As part of these dialogues, trips to the regions are planned to hear first-hand the concerns of the builders. This Saturday the first will be held in the city of Montería.
Additionally, Guillermo Herrera mentions that it will be necessary to make «adjustments to the technological platform for the operation of the program, the qualification and the scores. Some are by decree and others have to be included in practice, where certainly and nevertheless it is necessary to involve to the mortgage sector.
This must be done so that financial institutions, in any area of the country, will have updated information required at the time when Colombians come to request a loan. mortgage credit.

What will happen to the already approved subsidies?
approximately, 14,000 households have the approved housing subsidy since last year, but they were not delivered because resources ran out. On February 13, the Ministry of Housing announced that these disbursements were resumed after managing the required resources.
But since the modifications to the Mi Casa Ya program have not yet been regulated, they are being made under the conditions that would apply in 2022. The Ministry of Housing assured that the families that are in the process and have a deed signature and all the requirements up to date will be attended to on a priority basis.
The success of directing subsidies to homes located in rural areas remained from the Land Management Plans (POT)
With the changes to Mi Casa Ya, now Colombians located in urban areas will be able to receive the subsidy of 30 monthly minimum wages (34.8 million pesos) for the payment of the initial fee only if they are classified among the A1 groups in Sisbén and C7. This same amount may be received by beneficiaries in rural areas, as long as they have Sisbén between A1 and C14.
Meanwhile, urban households with a Sisbén classification between C8 and D11 will have a subsidy of 20 monthly salaries (23.2 million pesos). While the rural ones must have a Sisbén classification between C15 and D20 to receive this subsidy.
Once this new classification comes into force, the Ministry assured that no person who has previously approved the subsidy will lose it even if they are not part of these subgroups, but it will be an essential requirement that they be registered in the Sisbén.

From Camacol it is estimated that this year around 80,000 households would be writing their Social Interest Housing, but for this they need the down payment and interest rate subsidies that Mi Casa Ya provides.
The new subsidies that are granted will also be prioritized for Colombians who are located in rural areas and small municipalities. Every household interested in the program will be assigned a score, which will range from 0 to 100, depending on its characteristics and the location of the housing project it wishes to acquire. As long as there are quotas, the subsidies will be delivered to the households with the highest score.
The president of Camacol stated that this issue also poses new challenges because the success of increasing the subsidies for housing located in rural areas arose from the Land Management Plans (POT). Therefore, the municipal and district mayors’ offices will play a key role because they are the ones that define the conditions for the authorization of land, both for urban, rural and suburban expansion.
«This also arose a lot from the conditions that were established at the local level and from the possible supply of land, always respecting, especially at the rural level, soils of environmental ecological importance and soil protection,» he added.
