In accordance with article 3 of Law 1150 of 2007, these are the functions of SECOP II:
– The State Entities (buyers) may have the possibility of creating and attaching the contracting processes, among other things. While the suppliers can send offers, monitor the processes and, therefore, make observations.
– Also, this platform gives the possibility that both parties They can execute all types of contractsexcept “purchases under Framework Agreements and other demand aggregation instruments,” according to the Colombia Compra Eficiente portal.
– Finally, The portal will provide official information on contracts made with public money.
In accordance with the above, since its launch, what has attracted the most attention is its objective of offering transparency in the management of tenders.
