The ‘Julián Esteban’ Law, Law 2251 of 2022 modified article 106 of the old norm that dictated the provisions of road safety in the country,
this rule establishes the maximum and minimum speeds for all types of vehicles, whether for private or public use, that transit through urban roads. The Law also includes legal provisions on limits on the road infrastructure and insurance system.
with the law all cities in Colombia went from having a maximum permitted speed of 60 kilometers per hour to 50 kilometers on urban roads. Besides, in school and residential zones, there were no changes, so the 30 km/h limit is maintained.
Regarding the maximum speed that drivers must take into account on national roads, it will be 90 km/h for private vehicles, while public service vehicles may travel at a maximum speed of 80 km/h.
It should be noted that on these roads, where there are some that are dual carriageways and will not have pedestrian crossings, vehicles will be able to reach a speed limit of 120 kilometers per hour.
Skateboards and electric bicycles that are not operated with gasoline, are also regulated in this Law. For these, it is provided that the maximum speed that they can reach within the cities is 40 km/h.
With the norm, it is expected that there will be fewer accidents for this cause, since according to the National Road Safety Agency, in 2022 8,264 people died in road accidents, of which 4,914 were motorcyclists, 453 cyclists and 1,799 were pedestrians.
