Despite the fact that the decree ordering freeze toll rates Of 113 stations in charge of the National Infrastructure Agency (ANI) and 30 of the National Road Institute (Invías), the Government expects that the concessions that managed to increase their price return to the value of 2022 as soon as possible.
In dialogue with EL TIEMPO, the Minister of Transport, Guillermo ReyesHe assured that they have identified that some tolls continue to charge the rate with the adjustment and they hope that the situation will be corrected today.

“We are in the process of proceeding to the previous rate. The mayor of Puerto Colombia or Tolima called me. In some places there has been no going back. What do we do? Be patient and wait for it to be corrected today,» said the minister.
It must be remembered that since the decree was announced yesterday at noon, some concessions such as Coviandina, Route to the Sea, Covioriente or Transversal del Sisga, among others, managed to update their rates since midnight. Therefore, the drivers who used those roads paid that extra.
In fact, Ruta al Mar issued a statement today stating that they are still awaiting confirmation of the official publication of the decree and that once there is clarity on the matter, it will be reported whether the rates for this concessioned route would return to the value of 2022 or they would be maintained with the update.

Some concessions such as Coviandina, Ruta al Mar, Covioriente or Transversal del Sisga, among others, reached a rate update from midnight.
In the event that people who use these tolls continue to be charged that additional value, Minister Reyes said that there are two ways: that any citizen file a complaint with the Supertransporte or also that the Government itself, ex officio, transfer to the ANI the corresponding information to make the necessary adjustments.
President Gustavo Petro observed on Monday that the concessions that eleven toll rates, without authorization from the Government, will be sanctioned by the Supertransporte.
Progress of the valuation scheme
The idea is that the resources that are not collected due to the non-increase in tolls are removed from the budget and returned with what would be recovered through a new scheme for valuation.
It’s about a valuation tax on infrastructure works to the owners of the neighboring properties to the projects that would work in a similar way to what happens in the cities.
«That source of valuation is in the law, what we do is go to a source that exists and we hope to raise between 18 and 20 billion pesos in the coming months that will respond to projects in progress, finished and new,» explained the Minister Reyes.
The official said that they are working so that this valuation is charged from this year and that it would be proportional, without affecting small plots. “It will be like taxes, proportional. Valuation will be paid according to the size of the property. We are working on it,” he revealed.
