The bills and new costs of the health reform – Sectors – Economy

The Minister of Finance, José Antonio Ocampo, announced the fiscal cost that, up to now, the health reform recently filed in Congress could have.

The portfolio also clarified in a statement that the letter that several ministers delivered to President Gustavo Petro about this project was “an input prior to the filing.”

Now the President and Minister Ocampo pointed out that this “preliminary report contains information from the Ministry of Health; however, does not contain the revisions that have been made by the technical teams of the two portfolios in the last days”.

Likewise, they point out that the two portfolios work together in scenarios that, “of course, will be adjusted to the commitments with fiscal consolidation, the adjustment of external accounts and macroeconomic stability. As the discussion of the project progresses, the ministries of Health and Social Protection and of Finance and Public Credit will update the calculations of the reform,” said the Ministry of Finance.

According to the accounts of the cost of the health reform project, the annual average rises to about $11.4 billion.

In its first year of implementation, the reform will have a total cost of $9.04 trillion and the highest cost would be $12.7 trillion, estimated for the year 2033.

In 2025 the cost would be $9.36 trillion and in 2027 the value would drop from $12.31 trillion in 2026 to $11.24 trillion. Then for two years the cost would continue to rise: in 2028 it is expected at $11.92 billion and in 2029 it is at $12.17 billion.

For the year 2023 it is estimated that the cost will decrease again, it is at $11.66 trillion and in 2031 it will increase again with a total of $11.751 trillion; the following year, 2032, decreasing to $11.750 billion and closing in 2033 with a total of $12.7 billion.

Regarding the sources of the General System of Social Security in Health (SGSSS), in a scenario without reform, it is estimated that by the year 2024 the total will be $87.90 billion and the expenses will amount to $86.25 billionwhich indicates that $1.65 trillion is available for the reform.

Similarly, the highest value is in 2033, the total is $123.16 trillion, of which it is estimated that the expenses will be in the order of $116.03 trillion and there are resources available for the reform for $7.12 billion.
