Pension reform would raise the age to access the solidarity regime – Sectors – Economy

Among the adjustments that have been made to the pension reform project are some changes to the solidarity and semi-contributory pillar that, according to how they are stipulated, could be the age for the elderly in Colombia to access the programmed savings programs of the semi-contributory pillar, and that today they work through increasing the periodic economic benefits (Beps).

Currently, Colombians have the Colombia Mayor program, which allocates 80,000 pesos for older adults in vulnerable situations nationwide. To access this you must be at least 54 years old in the case of women and 59 in the case of men. The presentation of the Pension Reform project establishes access to the solidarity pillar at 60 years old, women, and 65 years old, men.

However, it establishes that “the beneficiaries of the Colombia Mayor program who are not eligible for the benefit of the Solidarity Pillar will continue to receive the benefit of Colombia Mayor and when they meet the requirements of the Solidarity Pillar they will access it, without these two benefits being able to coexist simultaneously for the same person.”

However, the presentation does not make it clear if, once the new law is approved, the Colombia Mayor program would continue to receive new beneficiaries. If new beneficiaries do not enter, the ages for the solidarity pillar would in fact be raised.

The project establishes that the Basic Solidarity Income is 223,000 pesos (compared to the poverty line, which is 354,000 pesos) and would increase each year due to inflation. However.

The subsidy seeks to help the elderly in Bogotá.

Meanwhile, the current semi-contributory scheme known as Beps requires women to be 57 years old and men 62 to be beneficiaries of a settlement that could not exceed 85 percent of a current legal minimum wage. myhe project contemplates the integration of a Life Annuity that excludes the age of access to 60 years for women and 65 for men, and a maximum of 80 percent of a minimum wage.

Another of the changes observed in the provisions of the project is the one referring to the interest generated by the savings of the elderly from the BEPS program. According to the presentation, this money would no longer have interest.

The other requirements of the current regulations are maintained, such as access for the vulnerable population, the requirement of being Colombian and in the case of the Solidarity Pillar, it will be in the national territory for 10 years.
