A 47-year-old woman with a "developmental disability" was found Saturday three weeks after she went missing in New York on the subway in lower Manhattan, authorities say.Samantha Primus, a Brooklyn resident originally from St. Lucia, is speechless, deaf and communicates with limited use of sign language, according to the Consulate General of Saint Lucia in New York.
